Background.

Prison Fellowship Rwanda (PFR) is a non-profit organization that works in partnership with the government of Rwanda and its relevant agencies, local and international organisations as well as UN agencies to foster interventions that support psycho-social healing, peace building and reconciliation, restorative justice, crime prevention, human rights promotion and legal aid, intervening in emergencies as well as nurturing socio-economic empowerment in Rwanda in the wake of the 1994 genocide against Tutsi and its aftermath. Prison Fellowship Rwanda was founded on 01/07/1995, affiliated to the Prison Fellowship International in 1997. It was officially registered and recognized by the ministerial order no 037/17, of 23/10/2002, by the Ministry of Justice as a non–profit organization, published in the official gazette of the Republic of Rwanda in 2002.

With the financial support from UNHCR since January 2020, Prison Fellowship Rwanda (PFR) in partnership with UNHCR and the Ministry in Charge of Emergency Management (MINEMA), is implementing the projectentitled “Community-Based Protection (CBP) and Legal Assistance” in refugee camps (Congolese and Burundian Refugee camps of Rwanda); urban settings (Kigali and Huye) and in Gashora ETM.

The Rwandan Government set up an emergency reception center at NKAMIRA in Rubavu District due to the influx of refugees from DR Congo since January 2023. Since then, UNHCR, IPs and other Humanitarian Organizations are on site to respond to the needs of the POCs in their respective area of expertise. Hence, PFR at NKAMIRA is intervening in Community-Based Protection, Legal Assistance and is responding to the specific needs of elderly people and persons with mental health and psychosocial issues.

It is against this intervention at NKAMIRA that PFR seeks to recruit a competent psychologist who will be responsible for providing psychosocial support services to the persons of concern in need of MHPSS services at NKAMIRA and supporting them to develop appropriate coping mechanisms.

Key Responsibilities

  • Assess and determine appropriate psychosocial support interventions using standardized psychological assessment tests and techniques
  • Provide good quality psychosocial support services through: individual or group therapy based on the needs assessment, taking into account the confidentiality and safety of the beneficiaries’ data
  • Contribute to planning and preparation of the project activities, tools and other related activities such as: surveys, community awareness campaigns, home visits etc
  • Ensure regular reporting of the project achievements and contribute to both internal and external reporting as requested by the field team leader/Project Manager
  • Contribute to identification of potential areas of the project in which adjustments are required and put forward adaptations to his/her project manager
  • Ensure proper documentation of the project achievements and regularly update the beneficiaries’ database.
  • Ensure proper utilization of the existing data collection and management tools
  • Collect and compile project-related data in the relevant database
  • Contribute to the program’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from PFR
  • Ensure regular follow up of community healing groups in NKAMIRA transit center, provide advices and clinical supervision to group facilitators.
  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
  • Contribute to project evaluations at the request of the field team leader, and ensure that project evaluation recommendations are followed.
  • Contribute to the setup and smooth running of accountability mechanisms.
  • Contribute to project learning.
  • Identify, document and share the project achievements, success stories, testimonies and lessons learned from the project interventions

Qualification and competences

  • A Bachelor degree in Psychology, Clinical Psychology, Social Work, Public Health, or other related field from a recognized University, having a Master’s Degree is an added value.

ESSENTIAL SKILLS AND EXPERIENCE

  • Minimum experience of at least 3 years working as a clinical Psychologist in humanitarian context preferably in refugee camps, Proven record in conducting clinical supervision, individual and group therapy sessions
  • Verified move towards professional development by number of other related professional courses attended such as: psychological assessment, Psychological first aid, clinical supervision Etc,
  • Good experience working with most vulnerable groups such as: elderly people and persons with mental health and psychosocial issues.
  • Ability to work in a multidisciplinary team;
  • Good capacity to conduct psychological assessment using standardized psychological assessment tests, organize individual and group therapy sessions
  • Unquestionable capacity to deliver psychosocial support services using a community-based approach
  • Ability to write comprehensive activity reports
  • Knowing how to position oneself so things can move forward;
  • Knowing how to simplify and prioritize;
  • Good capacity to organize and conduct trainings and community awareness raising campaigns;
  • Commendable organizational and planning skills;
  • Ability to set objectives, prioritise his/her workload and other resources.

Currently Prison Fellowship Rwanda is looking for a qualified and highly motivated candidate of high moral character and professional integrity to fulfil the position of Legal Officer to manage the overall project implementation at Camp site.

Key Responsibilities

  • Under the Supervision of the Project Manager, the Legal officer is responsible to undertake the following specific tasks:
  • Ensuring that all project components are implemented according to the project plans, in order to meet all goals and objectives;
  • Be responsible to support the day-to-day management of the project to ensure its effective, efficient and cost-sensitive management;
  • Ensure the annual and quarterly planning, implementation of activities, monitoring/reviewing of activities, timely reporting as per project agreement;
  • Monitor project plans and ensure the overall coordination of the project activities and coordinate the work of paralegals;
  • Conducting group Refugee Status Determination periodic workshops/classes to educate asylum seekers about mandate RSD procedures and how to prepare their claims;
  • Detention monitoring of detention facilities throughout the country to ensure that any detained person of concern receives justice;
  • Ensure that refugees/asylum seekers understand the importance of immediate civil registration;
  • Be responsible for the elaboration of project progress, annual, monthly and other types of reports;
  • Facilitate Asylum seekers Applicants’ ability to exercise their right, wherever possible;
  • To provide an Asylum seeker’s applicant sound, confidential legal and procedural advice, to ensure that asylum’s applicant refugee claim is fully and accurately presented, and that the asylum seekers Applicant’s rights are protected and respected throughout the UNHCR RSD procedure;
  • Provide assistance with the completion of various form and documents relevant to the RSD process;
  • Develop and encourage new and innovative solutions that will contribute to sustainable improvements of well-being of refugees/asylum seekers;
  • Providing legal assistance and representation to person of concern;
  • Contributing towards development of IEC materials;
  • Represent the organization in different meetings and other relevant events related to the project;
  • Facilitation of civil registration;
  • Ensure a strong collaboration with partners including UNHCR, MINEMA and other implementing partners on the field;
  • Attendance of interviews throughout the RSD process, including where applicable at the appeal stage, as well as in re-opening procedures and procedures for cancellation, revocation or cessation of refugee status.
  • Leading of awareness-raising sessions on human rights and crime prevention
  • Perform any other task assigned by the management in relation to a success of the project.

Essential skills and qualifications

The candidate must meet the following minimum qualifications and experience:

Skills and Abilities: Fluency in written and spoken English, Kinyarwanda and Knowledge of French will be added advantage.

Qualifications.

Bachelor degree in Law; good knowledge of human rights standards, Rwanda national laws, good knowledge of alternative dispute resolution methodologies and RDS procedures

Prison Fellowship Rwanda in partnership with the United Nations High Commissioner for Refugees (UNHCR) and the Ministry in Charge of Emergency Management (MINEMA) is implementing a Community Based Protection & Legal Assistance Project focusing on refugees and asylum seekers living in urban areas of Kigali and Huye and refugees living in all six camps (Kiziba, Nyabiheke, Mugombwa, Huye, Kigeme, Mahama and Kigali Urban, ETM Gashora and Nkamira TC. The objective of the project is to strengthen community engagement and empowerment in a systematized and comprehensive manner in collaboration with UNHCR and other partners as well as strengthen resilience in the community and provide support to different groups, activate and manage community centers focusing on youth and ensuring that the centers are safer spaces to persons of concern of all age, gender and diversity backgrounds. The project will further ensure access to justice and respect for human rights by ensuring legal assistance, civil registration, and documentation for refugees living in the camps and urban areas.

Currently Prison Fellowship Rwanda is looking for qualified and highly motivated candidates of high moral character and professional integrity to fulfill the position of CommunityBased Protection Officer at Nkamira TC. Under the supervision of the Project Manager, the Community based protection officer will undertake the following specific tasks:

  • Ensuring that all project components are implemented according to the project plans, in order to meet all goals and objectives;
  • Be responsible to support the day-to-day management of the project to ensure its effective, efficient and cost-sensitive management;

QUALIFICATIONS

A bachelor’s degree in Project Management, Economics, Human resources management, Social Sciences, Clinical Psychology, Social Work, or Conflict/Peace Studies, or any other relevant field. A master’s degree is an added value.

ESSENTIAL SKILLS AND EXPERIENCE.

  • At least 3 years of experience working in the field with direct engagement with persons of concern. Demonstrated expertise in the field of protection, community rehabilitation services, counseling, or related areas as well as project administration and coordination, including monitoring, control, reporting, and resource management, preferably within a non-profit organization.
  • Demonstrated experience in team management and planning;
  • Experience in coordinating community-based rehabilitation activities/programs;
  • Experience in working closely with governmental/local authorities and other (inter)national NGO’s;
  • Good ability to write clear and well-argued reports on program outcomes and impact;
  • Ability to operate Microsoft Word, Excel, and PowerPoint;

I. Background

Since 2014, Prison Fellowship Rwanda in partnership with Prison Fellowship International (PFI) have been supporting the children of prisoners by providing services and activities which meet the four most vital needs of children, namely education, safety, health, and spiritual engagement. A new and innovative programme was launched in July 2021 as a result of seven years of field experience, and best practices developed to meet the needs of children with incarcerated parents through the implementation of the programme entitled “The Child’s Journey “. The program pairs each enrolled child with a trained Caseworker. Currently, Prison Fellowship Rwanda is looking for qualified and highly motivated candidates of high moral character and professional integrity to fulfil the position of a Caseworkers to monitor the health, education, safety, and spiritual growth of the children of incarcerated parents during the period of incarceration.

II. Key Responsibilities

Under the Supervision of the Program Coordinator, the Case worker is responsible to undertake the following specific tasks:

  1. Recruit and register children and obtain accurate child data;
  2. Perform regular telephone, home, school, and activity monitoring;
  3. Assess child and family needs;
  4. Deliver services in each of the four program areas to enrolled children and families;
  5. Monitor, document, and report on child progress;
  6. Maintain individual case files for each child;
  7. Organize prison visits and other events;
  8. Facilitate communications between child and sponsor;
  9. Perform any other duty.

III. Knowledge/Skills

  1. Ability to gather information and identify client needs;
  2. Ability to maintain and keep case files and consistent written documentation;
  3. Demonstrates excellent communication skills;
  4. Demonstrates proven organizational and administrative skills;
  5. Demonstrates a passion and love for the children;
  6. Experience in providing case management services (preferred);
  7. Demonstrates experience in collaborating with government institutions, Civil Society Organizations and / or international organizations;

IV. Qualifications and Experience

  • Bachelor degree in Social sciences;
  • At least 1 year of professional experience and / or engagement in related field;
  • Having worked with Children based NGO is an added advantage;
  • Being a Christian is mostly valued;
  • Must be fluent in English and having working knowledge of French.
