PFI CEO Andrew Corley Commends Rwanda’s Progress in Reconciliation and Inmate Reintegration

During his three-day visit to Rwanda, Andrew Corley, CEO and President of Prison Fellowship International (PFI), accompanied by the Chairperson of Prison Fellowship Rwanda (PFR), observed Rwanda’s remarkable transformation since the 1994 Genocide against the Tutsi. The visit highlighted the country’s journey of reconciliation and resilience, driven by intentional government policies and supported by the contributions of PFR and other partners.
In discussions with the Minister of National Unity and Civic Engagement (MINUBUMWE), the Minister emphasized PFR’s role in supporting genocide-related offenders to confess their crimes, engage in dialogue with survivors, and promote social reintegration.
Meetings with the Minister of Justice explored opportunities to expand the existing partnership to include additional programs that strengthen the effective social reintegration of inmates.
During a courtesy visit to the Minister of Internal Security, Andrew Corley was briefed on government initiatives supporting inmate reintegration, including halfway houses, and discussed potential areas of collaboration, particularly the expansion of halfway homes across districts.
In his meeting with the Rwanda Correctional Service (RCS), discussions with the Commissioner General focused on the strong partnership with PFR and how its programs complement the national shift from a punitive to a correctional approach.
Andrew Corley also visited Nyarugenge Correctional Facility and met families of incarcerated individuals to witness the impact of PFI-supported programs in rehabilitating inmates and supporting vulnerable children of prisoners.
During his visit to the Kigali Genocide Memorial, where he laid a wreath, Andrew Corley paid tribute to the victims, acknowledging the immense suffering endured and reaffirming the collective commitment that such a tragedy should never happen again.
